Translating documents

Hi!
   I have to translate my fiance's divorce decree, folowing the rule:
"If any documents are in a foreign language, we need a word-for-word translation."

  I did not understand about "word for word translation" (if I translate word for word, the result often does not make sense). How is this document  translated?. Anyone knows a link with example?

If you live close to a notary office your best bet is to take it there they charge depending on the document and by page I know I translated my fiancé's birth certificate and it only cost me $25 any came out very professional

Where did you get the word by word rule?

This is what uscis says 

“All documents submitted in support of an application or petition must include complete translation into English. In addition, there must be a certification from the translator indicating that the translation is complete and accurate and attesting to his or her competence as a translator.”

 

You just have to translate in a way that the translation and the original document mean the same thing.

I saw this in other site about immigration, I think that I can't post in this site.
I have a person who is fluent in both language (in my case, portuguese and english).
Can this person do the translation and write and sign a certification that the translation is complete and accurate and attesting her competence as a translator?
