Please I have question . My wife got noir letter and we response those rebuttals from November 3 untill now until and we still not recieve an answer from uscis what should we do

Only thing you can do is contact the US citizen's Senator's office........but even that is likely to get no answer for a while.  You just have to wait until they make a decision.

This is normal ? Why their decision took long time how much maximum this can take

There is NO maximum......and yes, a few months is normal.

you can only wait and see if the response is accepted

to a  NOIR not only do you write a  response but you must furnish proof 

exaample is "if they say the person does not know english,  you would need to furnish chats or emails showing the foreign spouse writes to you in English"

that is just an example
