I don't know if people are aware and I just missed it. I normally look up workload transfers on the page on USCIS.  Today however i scrolled further down and saw this.   https://www.uscis.gov/news/form-i-751-workload-transfer-vermont-service-center-california-service-center  It actually explains a lot why Vermont have sped up and California have slowed down considerably.

 

Excuse me if you already know this information as I was not aware.   I know it says 2014 however when I looked on the site it says posted 8 or 9 months ago and not 2 years ago.  Could this be the thing we have all been overlooking?

I know its a long shot in the dark, but its the 9 months I noticed at the side of it, surely if it was 3 years old it would say that?  Interestingly 9 months is when things started to slow down rapidly and I can't help but wonder perhaps they didn't make it public knowledge in case there was any back lash?  Something is slowing down California and no one is willing to say why or give any transparency to why that may be. Basically again no ownership!

I haven't seen this particular posting before on the USCIS website. I never tend to scroll down, so I dont know if it said 9 months ago, a year ago if you know what I mean. I guess the only way to find out is to look next month and see if the 9 months becomes 10 months. Perhaps its just wishful thinking on my part to find a cause to why so many California filers are experiencing such horrendous delays. Perhaps we will never know or perhaps one of us can write to the manager at the California centre and ask them why there are such vast delays.  I feel I can't as I am not a California filer.

This is correct. There was a workload transfer from VSC to CSC in November 2014 that affected the June 2014 filers. Check the link to a timeline table from those days below annotating when each VSC case was transferred. During those golden days,  CSC used to process cases in 1.5-2 months. Hence, VSC-to-CSC transfer was justifiable; but even during those times VSC wasn't doing terribly. It was around 6-7 months.

I hear what youre saying,  there was a transfer in 2014, however if you scroll down the list at the USCIS with transfers and not actually go into any link you come across this and right under the bit underlined before you click on the link it has 9 months written under it, as if it was published 9 months ago and not in 2014.   It is 9 months ago that they slowed down and its probably just sheer coincidence, like I said just a stab in the dark.

I strongly suggest you read and then carefully compare these two reports:

 

Fiscal Year 2017, 3rd Quarter

Fiscal Year 2016, 4th Quarter

While the report does not separate CSC and VSC, it clearly shows a spike on certain type of applications and it clearly shows the slowdown on I-751s.

Make your own conclusions. But, personally, I have no doubt that the reason for the slowdown is shifting focus (manpower) to process those applications that have had a surge in the last year.

Wow very interesting especially when there is a huge surge in employment authorization documents, from around 1 million to 2 million and most have been approved, also a surge in immediate relatives. Thanks for this information, its quite eye opening.  I feel this is because of a new administration and sheer panic due to changes in immigration laws. I would hate to work for USCIS right now, must be so hard to get through a pile of documents that are never ending.  Hmmm.

@shell20 I wonder if back in the day ROC was the foremost priority or among USCIS priorities. It took few months to approve applicants in 2015 that's super fast. The present delay at CSC is ridiculous. It shows their inability and lack of planning. It is bizarre that we are the customers but they are keeping us in dark.

The major concern here is that, for those applicant who filed their application then suddenly got divorce while the i-751 is still pending, I'm not sure if divorce applicant while i-751 is still pending is still qualified for the ROC approval given they already completed the probationary period of ROC (2 years being married to USC).One year waiting is really ridiculous, they should hire people so they can speed up the process of the approval. I really feel sorry for the applicants that filed jointly then suddenly got divorce while the i-751 is still pending because of USCIS slowness.

I don't think that's the case. Compare the numbers in the reports of 2015 vs 2016 and 2017 (See link in my earlier post) and you will see the differences in the sheer volume of applications.

USCIS is just slammed.

For example, look at the number of I-821D applications in 2017, and then compare to 2016 and 2015.

Then let us know what you think.

Unfortunately they still need to change it to a divorce waiver, they say 2 years of being married but it is 2 years from the date of the GC.  Good point though, what happens when they are so slow and its been two years since the cards date. I would imagine the waiver still applies as USCIS needs to know of a circumstance change.

I did reply to this, but it disappeared, just like some of our files at USCIS lol. I don't think ROC has ever been a priority as in their eyes we have a GC. I think I read an article about this where they stated the priority would be AOS or the N400.  AOS for the new applicants to have status, probably hence the 90 day request for EAD.  N400 as the country are patriotic and like to see new citizens, so I read.  We are the "Inbetweeners" caught in the black hole Im afraid.  Looking at the fiscal reports then I would tend to agree the USCIS is uindated with applications they just dont have the capacity to cope with which I feel is due to the political climate since last November.   They don''t have the manpower available for the sheer volume.   With that in mind they should never have increased fees last December they should have got their ship in order. Its one hot mess that people like you and I and a whole load of fellow vjers have to deal with and its not fair to any of us! (

wow this is crazy! I filed my ROC last week of October 2016 and haven't heard form them since. I filed an e-request online back in October 3rd 2016 and got a confirmation email that I have to wait for 30 days but I never got a response. So, I called last week and spoke to a CSR she told me that I have to wait for another 3 to 4 months since CSC still working on August filers. How sad. By the way, I already applied for N-400 on 10/23/17 and had my biometric done last month.

It is craziness and its getting more and more crazy even with the influx of other petitions its still no excuse. I  personally feel someone in authority at the USCIS should actually make a statement advising its customers as to why there are such vast hold ups. Not just with ROC but I fear with other petitions.   Some one needs to take responsibility and show accountability.  Thats my view, I know not everyone may agree with me, but that's ok.
