it seems like they have added this requirement recently . I don't recall sending one while I have submitted my document in august this year and my document cover check list does not mention  about that either

Let me clarify. In NVC step, you do not need to provide proof of bonafide marriage. The proof they ask for is a way of asking what type of relation you have to the joint sponsor, IF you have one. IF not, ignore that step. Here is how I organized my packets

IV Packet:

NVC Bar Coded Cover Letter

Beneficiary's Biographical Data of Passport

Beneficiary's Birth Certificate with Translation

Marriage Certificate with Translation

Police Certificate with Translation

Military Record with Translation

AOS Packet:

NVC Bar Coded Cover Letter

My I-864 signed

My 2016 Tax Exemption Affidavit (This is only for those who live abroad and did not work/file taxes or those in US that did not file taxes. The Tax Exemption Affidavit is simply done by typing it yourself, printing it then signing it. Otherwise, ignore this step)

My joint sponsor's I864 along with 2016 Taxes and w2 Forms

Joint Sponsor's Pay Stubs (Not needed but helps)

Joint sponsor's Employment Letter (Not needed but helps)

Domicile Proof (ONLY for those living abroad with the non US citizen spouse. It is a letter stating intent to re-establish a domicile within US, otherwise ignore this step)

Proof of relationship to joint Sponsor (could be a picture and letter stating who it is and how you know them)

My biographical data of passport

My birth Certificate

Beneficiary is the non US citizen. Biographical data means just the first page of passport where the information is at.

NOTE: some countries do not require a military record. You can check in your country's government website or call your embassy.

If you have been exempt from Military Duty, send that document with translation.

Also, I made a replica of both packets. Which means one IV and AOS Packet I sent to NVC and the other IV and AOS Packet I kept for myself.

Once I organized my documents, I wrote my NVC Case Number on every page in case of misplacement.

Hope this helps!

One last thing I want to add is that 3 years of tax is not mandatory but it helps a lot more. You can send the most recent year if that is all you got.

I sent the previous 3 years. So 2014, 2015 and 2016.

Good luck!

Thanks
