The rules vary from embassy to embassy, but generally you need legal residency in the country where you will interview for an immigrant visa.

Note: Residency doesn't necessarily mean permanent residency (i.e. work visas and student visas should be fine as well).

Sthomas , i am also was expecting my interview in January that's why i mentioned January.My case is IR1 and cc was August 14,2017.

i am not totally sure but i think you "might" be able to. because visitors from Iran etc for example, just fly in to get their interviews done in the UAE. now this may not be 100% guaranteed or possible, best to get in touch with the embassy to check if they can accommodate you somehow since you said that you started the process as resident but that you have since left but can go back as a visitor to continue your visa process there.

Hi Vicky,

 

Normally you either need to be a citizen or have a residency of the country because you need to provide police clearance of the country. Iranians are acepted in AD because there is no U.S. embassy in Iran.

The thing is, this is normally cleared at the NVC stage because thats how they assign your case number.

But if the process was done via AD and you left UAE for whatever reason as long as you have all the past docs you should be ok. 

Btw my husband was aproved in May and still no response for the interview
