2nd question... 

I have 2 children from a previous marriage that do not live with me, I pay child support but do not claim them on my taxes since they live with their mother 60% of the time...

Do I list them on the I-864?

Sounds like you haven't read the instructions  yet.  That's going to be critical your ultimate success.  Become an A-Student of the I-864 instructions as getting them right will be the most difficult form filling you'll do.  You won't know what you don't know, until you do.

I have read the instructions 200+ times....

Then one of those times you must have seen the instruction to count all unmarried children under 21 no matter where they live.

My mistake, I should have specified what I was unclear on:

 

“Dependent children” means all your unmarried children under age 21, even if you don’t have custody of them. “You may exclude any who have reached majority under the law of their place of domicile” if “you do not claim them as dependents on your Federal income tax returns.”
