Ok, so to make a long story short we got an RFE with the following note:

You Submitted divorce decree issued by the court. Instead submit a legible copy of the final divorce decree issued by the civil authorities VDC, municipality, sub-metropolitan office, or metropolitan office of each district office that terminated the prior Marriage between Finance and her Ex-Husband.

The problem I have is and I hope someone has some ideas is this, my fiance tells me that is the only divorce decree that exists in Nepal. The court issued the divorce and that was the end of it according to her. So I am kind of stuck between a rock and a hard place here, USCIS appears to be asking for something that doesn't exist. I will talk with our lawyer on Monday but any ideas are appreciated.

You can check here - this is what State Department will ask for.

If same, I'd print this page, highlight relevant portions and send it back as response to RFE

Thank you so much. I had no idea even where to find this. She is the only person in her family to ever get divorced so even she didn't know about this thing.

She only ever got the court order not the certificate, the court order was sufficient for her F1 visa. Her father is a senior civil engineer for the government and her grandfather traveled for the foreign ministry so they know who to talk to. Her father is going to take the court order down to the local VDC and get the certificate issued tomorrow. I just hope it is in English so I don't have to wait for another translation here in the states. Don't want to lose any more time.

Yes she already said she will get both and get it scanned and e-mailed to me so I can print and mail it on Monday. Can't mail tomorrow since it is currently Saturday and all the offices are closed. Her father will get it taken care of, he is semi-retired at this point but he still knows the right people from all the years of government work.
