I submitted my application on May 30th and got a NOA 1 on June 5th.

 

I was looking over the copy and something that confused me on the form were numbers #37-38h.

 

I put down that my fiance HAS been in the US. But right underneath it says, "If your beneficiary is currently in the United States, complete Items Number 38a-38h"

 

My fiance was not in the US when I was doing this and was sending it in, so I didn't put down anything for those numbers. But as I was reading through their official website, they asked "Select the box to indicate whether your beneficiary has ever been in the United States. Provide the date of your beneficiary’s most recent entry in the United States, his or her I-94 Arrival-Departure Record Number, if available, and his or her immigration status at the time of arrival (for example, student, tourist, temporary worker, without inspection)."

 

Am I just being dumb? Did I do the right thing or was that the wrong thing to do?

No you don't need to complete items 38a-h if your beneficiary was not currently in the US when you filed your petition.
