Hey,

I;m a non US citizen with valid tourist visa i got 5 years ago and it expires at 2022.

I met my SO, whose a US citizen  at my country, we're dating for quite a while and would like to close the deal. she leaves soon back to the states.

I was wondering what's the better option.

start the process before or after she leaves?

You can begin filling out the paperwork while she is there sure. When she gets back to the US she can send the petition in with proper filing fee.

 

If she waits until she gets back to the states to fill out paperwork, doesn't matter again either way is fine. Any signature needed from you, the beneficiary, can be a 'scanned' copy, just hers needs to be original 'wet' signature.

you can visit but you must bring proof you will return home st the end of your trip and. always be honest with cbp they can see your pending application and a lie to them even if not found out then can still cause a denial for your fiance visa. in short be open and honest with them about your trip and who you are going to see.

The K1 visa takes about 6-12 months to get depending on the case.  As f f said, you can visit since you have a valid visitor visa, but make sure you have solid ties to show CBP that you do not plan to stay, and never ever mis-represent the purpose of your visit.
