I was granted asylum in December and applied for  A family petition form I-730 back in February and I got so many things going on with this case, I am petitioning for my wife and daughter residing in Syria. 

 I know it takes a long time for them to arrive if the case was approved.so I expedited their  case. 

 I got a notification from USCIS  saying that  US CIS office has jurisdiction over your case then the second day I received a hardcopy letter saying that my case was transferred to an international USIC  or the department of state where your beneficiaries reside.knowing that there is no American Embassy in Syria and for that reason I chose beirut Lebanon  as the country where I prefer them to have the interview at.  Then I got a notification saying that department of state reviewed your case and sent it back to USCIS,  we will review your case and we will notify you by mail when we are done.how long would that take and why did the  department of state sent the case back to USCIS when they had it from the beginning?  And what's going on here? How long would that take? Is it necessary for me to apply for a travel document and go see them in Beirut since I cannot Go to Syria? I haven't seen them in two years and my wife is really sick.considering they were both here and we both had a son that was born and was buried in the state  after passing away at the children hospital.
