When should I start calling NVC to ask them for status?

Submitted everything about 2 weeks ago - AOS.

 

57 days from now will be 11 weeks (* June 2017). Since I heard its about 2 months to get the interview with AIT.

 

Confirmed its been delivered, but I still haven't even received a notice that our documents have been scanned.

How do they contact you regarding that phase - via email? Orr do I need to login and keep checking my case, or do I need to call them and confirm at least this small micro step has been performed?

Be patient and wait for the NOA in the mail. If you sent electronic notification form, you'll get a text saying "Case was received" - USCIS is notoriously slow. No need to worry, sometimes things take longer than it does for other people. You can't compare your timeline to other people easily.

The answer you have above relates to USCIS, but my understanding is that you just submitted your AOS and IV packages to NVC? 

If so, regarding scan date, they don't tell you by email or letter.   You need to call. They don't call it a scan date as such, just ask them if they can please confirm when your documents were received. They take into account when they received your mail, and when they received your DS-260 which you filled in online. The latter of these is your "scan date" so if they received your documents but you filled out the online application later than that, then this will be your date.  Make sense?

10-15 minutes before there stated cutoff time, less time on hold IME.

7-9am est seems to have a good chance of little to no wait time.

I am using Skype, the quality is absolutely terrible and I automatically get the call back later recording? Is there a # trick to get into the holding to speak to someoen? I been calling at 7am EST. Cant get through.

If you have wifi and a us google account, you should be able to call via google hangouts for free. Depends on the quality of your wifi

thats odd, I use Skype and have no trouble getting through. I usually choose the number for "to check if we have received your documents" as that was what my question was about before.  At 7-8am I didnt want more than 5 mins for an answer.  When I chose "to find out your interview date" I waited for 10 mins but it was a bit later.  If I call at 11pm I wait about 25mins.
