Police report if just under a year in a third country?

Timeline

Do I need a police report from Germany (not my country of Nationality, was there on an exchange program) if I lived there for 11 months and 20 days? It does not exceed the one-year criteria for requiring a police report, but it's also awfully close to a year. Getting the police report from there is going to be a hassle, so I'd like to avoid it if possible.

Why do you need a police certificate?

I'm not sure what process you mean. If it's just petition, the first step, you don't need it but to the interview you will have to bring it and yes, if you lived somewhere 6 months or over, again you need to bring it. It's not difficult to order it from Germans. They are usually quick. Go to the website. It has all the info. There is English if the information you need can't be found in English, just drop the link into google Chrom and translate.
