Embassy only processing DCF in extreme emergencies.

I'm confused been in Brazil this past six months got married and on the Brazil US Embassy web site I get this -

Only in extreme emergencies, with prior approval of our Regional USCIS Office, can Petitions be filed at the Consulate General. E-mail the Consulate General in Rio de Janeiro for further advice: immigrationrio@state.gov

Does some of these embassies just not do DCF?

The short answer is Yes.

DCF is not available in alla countries and all regions. There is a list on the USCIS website that lists the field offices that will allow DCF.

I am from Athens Greece and we had ppl coming over from nearby countries to temporarily live in Greece because they offered DCF and it took about 2-3 to get the visa approved.

Thanks all, I see no post for Brazil but just in case I requested info from Embassy for their requirements if any option is available for the DCF.

In most cases if there is uscis in the embassy they'll let you dcf. My "extreme emergency" was being pregnant in a Zika infested county which I wasn't even sure if they would except my expedite request but thankfully they did. Ever embassy is different and I don't remember seeing anyone doing dcf in Brazil within the past few months but I can be wrong. Have you tried calling the embassy to ask ??

Generally military reassignments, medical/humanitarian emergencies, etc. You'd know if you needed it because you'd be freaking out right now looking for a way to do it.
