Yes, you will receive both email and text. The issue is that the information in email and text will be brief. [Mostly just indicating that the status has changed]

Once they mail things out and it fails to reach you, they will also update that the package is returned. At that point you can contact your governor/senator via email and explain the situation. They may be able to help you in getting the package somehow [this you may have to discuss with appropriate authority in details via email].

Have you tried to just put all zeros in the Zipcode box? 00000 might allow you to move on.

Yes, I always request a tier 2 representative immediately but unfortunately they are never available even when I call right when they are opening (8am their time) and they always ask for a call back number so a tier 2 can call me back but of course I can't enter my Ethiopian number in there. I tried it out of desperation....and unsurprisingly I got no call back.

I have the same situation. Was told to send a physical letter to the Service Center directly with the first e-mail.... Ridiculous. But we did that. Waiting.

Well I do, but as I understand it you have to be physically present if someone else is taking a call on your behalf...so I guess that would involve basically asking a relative in the US to impersonate me on the phone...and I don't know about all of that.
