Part 2. Section 3 of the I-129F indicates that I must provide a mailing address for my fiancé. She currently lives on the border in Tijuana and while she is a legal resident of Mexico (this isn't what's in question) she receives her mail to a PO box in Chula Vista (San Diego) because of security reasons. She does retain a Mexican shipping address, but she only receives local bills through the mail that way and everything else goes to her PO box in Chula Vista.

My question is does the document require the recipient to have a legal Mexican postal address for the actual shipping of her packet?

Thanks so much for your help. You're all so strong and I couldn't have even considered doing this myself without this place!

I believe either one would be fine- I could be wrong but if the PO box is working with her getting mail it should be fine.

Also, they usually need a mailing address so they can mail a packet 3 for interview etc. however many embassies do that through email.... Idk how it is for your specific country but in Afghanistan the mailing is unreliable and they email it to the petitioner (you). I've seen many embassies do the same.

Someone correct me if I'm wrong

I am not aware of Juarez using an email as of yet. They still send a letter in the mail. That is all 'packet 3' is for Juarez. It will be mailed to the USC and the foreign fiance(e).
