A police cert taken 15 days before leaving likely will not copunt, as something could have happened in those two weeks before you left the country. Additionally, police certs are usually valid a year, and it might well be more than a year by the time your interview comes around.

According to the state dept, you can apply for a Russian police cert at your nearest consulate: https://travel.state.gov/content/visas/en/fees/reciprocity-by-country/RS.html
