Wait... so you have to have have NSO submit the CENOMAR to the embassy directly? We have not scheduled our interview yet, but I think my fiancee is holding her CENOMAR. Are there any other documents that had to be submitted to the embassy directly, such as NBI clearance, etc?

I am the wrong one to ask on this matter because we have submitted 4 different and separate CENOMARS to the Embassy and every time we have had problems. You can bring your CENOMAR along with the rest of your documents when you go to your interview and they will accept it. My fianceed brought hers to her interview and didn't think it was a problem until after the interview when we checked out Visa Status and saw our case was under AP because we were missing our CENOMAR, so either they did not accept the CENOMAR my fiancee included in her documents or it was misplaced or lost by the person who conducted her interview, they wouldn't tell us anything except we had to submit another CENOMAR before they could start processing the Visa again. We tried having the PSA sent it directly to the Embassy, but after it was delivered to the Embassy, it disappeared and never made it to our case file. Do me a favor and after you get your Visa let me know how you did it.

You hand carry your documents to the interview. There are no changes to that procedure.

JayJensen has a different issue which they are working on fixing. It's another one of those cases that cannot be explained until further intervention is done by the applicant. No one else has reported a similar situation so the procedure is the same.

She needs to submit her CENOMAR at her interview.

If the consular officer wants another CENOMAR after the interview, the consular officer will give her a 221g for it, and that CENOMAR will have to go from the PSA directly to the Embassy.

No. For the interview you bring the CENOMAR, BC, NBI, etc. with you.

Only if you get a 221g during the interview do you need to have the requested documents submitted directly to the embassy.

It's best to have it with her during the interview. I had the option to send a copy from NSO to the embassy, but I chose to have it delivered at home and bring it with me during the interview. It helped boost my confidence knowing my documents were complete :)
