Can fees be paid through a bank abroad?

No, all payments must be made in U.S. dollars drawn on a U.S. bank.

Can fees be paid with personal check or credit card?

No, the National Visa Center cannot accept personal checks or credit card payments.

Fees must be paid to the NVC using the online Immigrant Visa Invoice Payment Center. If you are unable to pay online, you must submit a cashier's check or money order to the NVC's St. Louis address.

This is not relevant to the OP's question, the fee being asked about is the green card production fee which only becomes payable after a visa has been issued. Also it's paid to USCIS ELIS, not the NVC.
