I believe the most you can do is track it through the USPS. You'll be able to see where it is and when it's delivered to the address, which in your case will be the USCIS PO Box.

When a person responds to an RFE will they get confirmation text or email when the USCIS receives it? Should they send a letter with the response asking for confirmation ot do they send one anyway?

Continue to monitor your case on the uscis.gov site yes they mark it when received.

If you sent in the email/text form G-1145 with your original petition packet, they will automatically notify you via text and email when the RFE is received. I pulled this information from the original RFE master list.

At least they are supposed to!
