Is there any empirical evidence for your suggestion? I would think that since for AP (talking about the Resume cases) the case needs to go to the same agency (Washington?) for a review, the location you interviewed at won't matter. Also, in case folks are permanent resident of a country other than their country of origin, logic dictates that their activities in their country of residence get scrutinized just as much as their activities in their country of origin. So, I fail to see how interviewing at the country of origin mitigates possibility of AP to any extent.

If you say so from your experience, could you provide a more detailed reasoning for your assertion?

First, the thread was of someone who was NOT a Canadian resident going to Canada to get a visa. Of course that if you reside in a country that is not your country of origin, you can do the visa there. There is no need to go to your country of origin. That was NOT what was being discussed here.

Second, on the websites for the Canadian and other closes consulates says not to go there to get a visa for the first time if you are not a resident of the country. You can easily take the hint not to go for a visa renewal. Also, lawyers with immigration always say it is better to go to your country of origin.

Third, evidence? There are plenty of cases on VJ on the matter and other online places. I am not going to make you an empirical study to show you that. You can do it yourself.

Fourth, no, it is not like the process goes to the US. The consulate has to do a background check on  you and investigate previous visas you requested, which means that if you go to Canada then they have to contact your consulate to do a background check. They cannot do a background check from another country. You didn't even live in Canada.

Is this anecdotal evidence of Montreal or a problem with the applicants' country of origin?

The reason for asking is a friend got their renewal approved same day in Denmark despite not being Danish and never having lived in Denmark.

So I don't think it is as simple as saying renew from your home country.
