Can visit visa convert to business visa?

My friend came here with visit visa. Now she wants to buy a business and live permanently here. My question is that , can she convert her visa to business visa and live here permanently and what are the conditions for that?

It's possible to adjust from a visitor visa to an investor visa if the person qualifies.

Must be from a treaty country.

The investment must be substantial for the business enterprise.

The applicant must show non-immigrant intent; meaning the person can not live here permanently.

This is not a do-it-yourself task. Your friend needs to hire a competent immigration attorney.
