NVC case being terminated???

Our case was just received by NVC this past week and I went online Thursday to select as agent. When the form asked "Have you already legally immigrated to the U.S. and no longer need a visa application?" I selected no. At the time I was at work and wasn't able to pay the fees right away.

I just tried to log in now to pay them and got this message :

"This case is in the process of termination. Fee payments and online forms can no longer be accepted. If you believe you have received this message in error, or to resume processing of the case, please contact the NVC immediately."

I tried calling to listen to the AVR but it said the usual we're closed and hung up. I'm freaking out now and have no idea why this happened. I spoke to an agent earlier this week and he was walking me through the process, but I don't know why this message would have come up now.

Anyone seen this before or have any advice? I'm going to start calling at 7am ET Monday to try to get a hold of someone since they don't seem to respond to emails.

October 18, 2014: Married in Brussels, Belgium

January 2, 2015: I-130 sent
January 6, 2015: NOA1

June 26, 2015: NOA2


July 7, 2015: Sent to NVC

July 27, 2015: Received by NVC

July 30, 2015: Called NVC, received case number, and assigned agent.

August 5, 2015: AOS fee paid

August 7, 2015: IV fee paid, and AOS fee marked as paid

August 10, 2015: IV fee marked as paid

August 19, 2015: DS-260 marked as complete

August 20, 2015: Mailed AOS/IV packet

August 21, 2015: AOS/IV packet received by NVC

October 23, 2015: Received interview appointment letter

December 10, 2015: Interview - Approved!

The phone AVR that offered recorded case updates was discontinued in early 2012 and will probably not be reconstituted again in the foreseeable future.

As for the message you received, it seems to come up when the NVC is in the process of invoicing the fee. It will disappear when the invoice comes through.

April 22, 2011: Mailed I-130 to Chicago
April 28, 2011: Received NOA1 via text/email, file routed to CSC (priority date April 25th)
April 29, 2011: Updated
May 3, 2011: Received NOA1 hardcopy in mail
July 26, 2011: Received NOA2 via text/email!!!
July 30, 2011: Received NOA2 hardcopy in mail
August 8, 2011: NVC received file
September 1, 2011: NVC case number assigned
September 2, 2011: AOS invoice received, OPTIN email for EP sent
September 7, 2011: Paid AOS bill (payment portal showed PAID on September 9, 2011)
September 8, 2011: OPTIN email accepted, GZO number assigned
September 10, 2011: Emailed AOS package
September 12, 2011: IV bill invoiced
September 13, 2011: Paid IV bill (payment portal showed PAID on September 14, 2011)
September 14, 2011: Emailed IV package
October 3, 2011: Emailed checklist response (checklist generated due to typo on Form DS-230)
October 6, 2011: Case complete at NVC
November 10, 2011: Interview - APPROVED!!!
December 7, 2011: POE - Sea-Tac Airport

September 17, 2013: Mailed I-751 to CSC

September 23, 2013: Received NOA1 in mail (receipt date September 19th)

October 16, 2013: Biometrics Appointment

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*
