DS 260 question - foreing medical graduate

Hello everyone:

During filling the DS260 I saw this question:

"Are you a graduate of a foreing medical school seeking to perform medical services in the US but have not yet passed the National Board of Medical Examiners examination or its equivalent"

The point is: yes, I am a foreing doctor and I intend to practice medicine in the USA someday, only when I became legally licensed (what will take many many years). Until that, I will NOT work with health care. For such purpose, I have already applied my documentation (diploma, university transcripts) for the ECFMG - Educational Commision for Foreign Medical Gradutaes, and I intend to take the first exam later this year.

I am a bit concerned because this question is between those asking if "have you commited immigration fraud" or some others that are obviously "red flags".

Should I say "yes" and explain? I can even provide my process number with ECFMG.

2015/3/25: NOA1 Sent by email, case routed to the USCIS California Service Center (hardcopy 2015/6/4)

January 28, 2014: Production of new Green Card ordered

February 3, 2014: New Green Card received; done with USCIS until fall of 2023*

December 18, 2023:  Filed I-90 to renew Green Card

December 21, 2023:  Production of new Green Card ordered - will be seeing USCIS again every 10 years for renewal

That's my big doubt: The truth is: yes, I want to practice medicine but only after being licensed for it. Once I have not yet passed all exams I wont practice it initially.

I suppose this should be an "yes" with explanation?

With the intention to help other people who might have the same question: I've just called NVC and they told me to answer "yes" and explain that I'm taking the proper steps to validate my license and won't work illegally.
