Egypt K-1 visa

I have kind of a silly question, but I want to be sure of it before I file the visa.

My fiance is living in Egypt and I would like to start filling out the K-1 visa. This is her address pulled off of Google Maps:

El-Mohandes Salah St
Kafr Tohormos
Qesm Boulaq Ad Dakrour
Giza Governorate, Egypt

Is Giza Governorate the city? I have had people tell me that, Giza, Cairo, etc. Can I just put a city and country and exclude province, state, etc?

06-04-2007 = TSC stamps postal return-receipt for I-129f.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).

Egypt has 27 governorates, which are essentially states or provinces (Giza is a governorate as well as a city): https://en.wikipedia.org/wiki/Governorates_of_EgyptIt seems like you could use "Kafr Tohormos..." as your city and Giza as your governorate. For my husband's petition, we did it this way:

apartment/building number/neighborhood number (this is how the addresses are in his city; they don't use street names at all)
city
governorate
Egypt
n/a for postal code as far as I remember

Thus far, we haven't had problems (from the i-130 at USCIS to the i-864 at NVC)

So under "City or Town" you recommend I put Kafr Tohormos and under "Province" Giza? I was also given a postal code of 12111. Should I put that in or leave it blank?

I don't know for sure, but I don't think it matters that much. All of our correspondence with USCIS/NVC has been via phone, email, or letters sent to a US address. But yes, I'm saying use the area you mentioned as the "city." I think it's just a neighborhood in Giza, so alternatively, you could use it as part of the street address (if it will fit on the form) and Giza as the city AND province. The mail system in Egypt isn't good, so I don't think there's a set standard. Just make sure you write everything important somewhere in the form and remember the way you write it for future forms. As for the postal code, if you have it, include it (it can sometimes be hard to figure out in some areas of Egypt).

Giza is not a city; it is just what it says, a governorate (kindof like a province or state)

Yes, enter the city just like that.

Whether the building belongs to family is irrelevant. Floor numbers and apartment numbers are common address formats, so use them.

Building 32 El-Mohandes Salah Street, Floor ____, Apartment _____

It's normal to break an address down this way when navigating an extremely populated concrete jungle - not only for the postal service, it's helpful for delivery guys, too.

Governorate > City > District > Building Number/Street Name > Floor Number > Apartment Number

Combine the city and the district, separated by a comma, on the "city" line.
