National Visa Center website confusing, not sure what to do next. I keep telling my fiancée she needs to fill out form DS-160, does she need to fill one out for her son? Not sure about this agent thing. I know that I can act as the agent but do we need to appoint one for this non immagrent form?

What agent? Just fill them out. You need one for each visa applicant, and each needs to pay the visa processing fee too.

Anyone can complete the DS-160 for another person, but only the person named on the DS-160 is allowed by law to click the submit button.

Other people can assist you with your visa application. Note that under U.S. law (22 C.F.R. 41.103) you must electronically sign and submit your own application unless you qualify for an exemption. Even if someone else helped you complete the application, you (the applicant) must click the “Sign Application” button, or your application may not be accepted.
