Termination of Registration

My mother-in-law (petitioner) received a termination of registration for her sons in the Philippines. It has been over 2 years since she contacted NVC due to house foreclosure and lost all paperwork/hardship/spouse death/. She paid all the required fee but now it says it is expired.She tried to contact NVC with zero response, to include certified mail. What is the next step for her to do to get it reinstated?

The general view is that it is easier to file again, theoretically an I 130 does not die but to get it resurrected can be a pain in the but.

My mother-in-law waited since 1994 and the petition got approved. THe AOS fees were paid but the supporting documents were not submitted in time due to her hardship/loss all the paperwork. If she files again, does it mean she needs to for many years again? Thanks.

Ohh, seems like resurrection would be a better option.
