The whole "$165 pay before you come to the USA, but pay online not at embassy" confused me, too. I paid it online and have not checked since, but it must be okay because my husband made it through without any problems and he should be here in a couple of hours.

I went to check to see what the ELIS site said, but it is down for maintenance.

That is the green card processing fee. I paid my wife fee a couple of days ago it still show processing. It will not effect the person from coming to the USA. You can either pay it before you leave or up to a year after arrival in the USA.

It is recommended to pay before arriving as it suppose to help get the green card faster.

After reading some other posts on the topic it seems like it is not that much difference from paying it before arrival or after arrival in the USA

yes, seems like no big deal

they should not confuse people by saying you must pay it before coming to US..it confuses person regarding their ticket planning

As when we paid status shows IN Process..[10 days in my case since i paid]

going to take printout of receipt id of paid fees with me
