I am able to log in to fill out the DS-261, but unable to make payment, I called NVC last week and was told to wait 28 days to receive an email with further instructions, can I go ahead and fill out the DS-261 or wait till I receive an email to do so? Pd December 11, 2013.

Go ahead and choose an agent, am sure NVC has already sent your e-mail asking you to do so, It would not take 28 days, that is what they say so as to reduce calls coming in. There would not be any harm in filling it up. Good luck

Alright! So i'll be expecting a week after my AOS FEE status became PAID. hmm. And yes Im on the stage of collecting the required documents needed for both financial and supporting documents. Im planning to send them both together. So hopefully by first week of March I'll be able to send it. *fingerscrossed! Goodluck to us.

you have to call NVC and request for your ds261 to be reviewed over the phone. After that IV fee will be invoiced.
