My mom applied for an F4 Visa through my aunt in the United States. Our priority date is Nov. 21, 2002 and the approval date is Aug. 22, 2005. I was born April 12, 1993 and I am already over 21. The Visa Bulletin Board for F4 Visa in Feb. 2015 is April 15, 2002. Can come with my mom when the visa is approved? Do I still qualify for CSPA?

It's not possible to say yes or no yet, since your priority date has yet to become current (nor will the NVC be able to tell you anything right now for the same reason, so contacting them is pointless). Assuming F4 isn't overly sluggish then yes, in all probability you will likely retain eligibility under CSPA.

Agree that it is not possible to say yes or no precisely..Atleast based on the approval date of the petition, the OP has 2yrs & 9 months to be deducted from the present age of 22yrs...around 19yrs 3 months CSPA age...right now the PD as per visa bulletin is May 2002, with the present trend the OP priority date may be current from 5 months now...If OP calls NVC, then it will be included as part of the Visa fees...
