My mother in law will be petitioning for her husband and their child to immigrate. The only question I have is if she needs to file only one I-130 form for the husband or does she need to file 2 forms one for the husband and one for the child.

They only need to file one i130. The child will automatically benefit from the i130 filed for his/her parent.
