The beneficiary will bring the I-134 form to the interview. If you are the petitioner then you can mail the form to your fiance(e). Only the petitioner is required to complete the I-134 form.

Only the petitioner completes the I-134 and he sends this form + a copy of his most recent tax return & W-2 to his fiancee. Don't mail it... no way use PHILPOST!!! Yikes! DHL, FEDEX...

Petitioner only and they send it to the beneficiary to bring to the interview, unless your Embassy has different requirements.
