It is required to have a photo on DS-160 form. I believe it wouldn't let you to complete when you don't have the photo. Why you just ask her send you the digital one and you submit it?

I have seen it somewhere that you can submit it without the photos and the embassy is asking her to take 2 passport size photos with her to her interview too.

Yes, the embassy asked passport size photos as well. But based on my experience, they will checked the DS-160 form if it is properly completed. Anyhow, you can try if you wanted to.

Hey,

Does anyone knows how to submit DS160 without uploading photo? I am submitting one for my fiancé but I don't have her photo. She is taking the photos with her to the interview.

Have her go to an internet cafe or office store., scan the photos and email it to you. Then you can easily print it or attach it to the form. This is what I would do just to be safe.

God Bless

Mariana M, how do u submit it without the photo?

Thanks guys, I will tell her to email me the photo

I'm sorry, I don't remember it.

I think at some point there must have been an option like "take photo at interview" or something like that. Maybe that's consulate specific?

I just wanted to clarify here, I think it must be consulate specific.

I am doing my brother's tourist visa application now and it doesn't show an option to upload a picture. Sorry!
