Household size is referring to her dependants. Does she file taxes listing any of her family members as a dependant?

If not, then the household size would be 2 (you + her)

$17,000 for 2 people is okay for the I-134 but when you do AOS I-864 you need 125% of the poverty guideline for a household number of 2 and you do not meet that. http://www.uscis.gov/sites/default/files/files/form/i-864p.pdf

You might need a co-sponsor for I-134 and you will definitely need a joint-sponsor for I-864

$17k may not be ok for the I-134 either. Many consulates still use the I-864 guidelines when using an I-134 for a K-1 visa. She just recently became employed and her income is below the 125% so she should find a co-sponsor that makes enough for their own household size plus the foreign fiance(e). You said the mom makes $24k, but what is her household size? Any spouse and people claimed as dependents on her taxes are included in her household count, then you add in the foreign fiance(e) on top of that. $24,737 is enough for a household of 3. If it is just the parents together with no other dependents, then that works. Otherwise, she needs to find another co-sponsor that qualifies.

Thank you , butt what if she will use assets such as money from her bank account ??

Then she needs to show 5 times what she is short on income. For example, if her income is short by $2000, then she would need at least $10,000 in assets.

And if they use assets only, it's 5 x the amount list for a household of 2, right?

For the USC petitioner, it would be 3 times(though 5 times is the safest, the more the better) for the household of 2. For the co-sponsor, it would be 5 times whatever their household size is, 3 or 4, never quite got the answer on that. My answer was based on the assumption we were still speaking about the co-sponsor mom.

You'd think a that for sponsor/co-sponsor a flat 5 x the household size poverty guideline would make more sense!

The I-864 instructions allow for only needing 3 times if sponsoring a spouse or minor child. Everyone else needs to provide 5 times. I guess they tried to cut some slack for those sponsoring certain immediate family members.

Since there are not really such detailed instructions for the I-134, the CO has the deciding factor in what they believe is enough in assets to be satisfied that the foreign fiance(e) will not become a public charge. They could even choose to not accept the assets alone and ask for a co-sponsor for someone trying to qualify with assets. And then there are consulates where getting them to accept a co-sponsor is very difficult. I wish they would use the I-864 for the K-1 too, and have it even across all countries.
