please help exditing case (Philippines)

I read an article that cases from Philippines are auto expedited. Well my husband inquire about it and requested for an expedited case. Well we received a reply that our request is denied. When i check other service center like Nebraska and Texas, some June filers are now approved. What's going on with Vermont Service Center?

They were being expedited for people affected by the typhoon but that has since been stopped. The embassy is seriously backlogged trying to deal with all those people and appointments are taking months.

That was months ago when Yolanda happened. I'm not sure if they're still expediting cases now or if they're processing expedite requests following the same screening procedures as other countries
