Liikelyhood of you receiving a tourist visa while a K-1 is in process is slim to none. To qualify for a tourist visa to the USA you have to show compelling reason that you will return to the Philippines. That can include things such as being enrolled full time in school that you will return to complete, having close family in Philippines, owning property in the Philippines etc. For you the requirements are much more difficult because you as the beneficiary of a Financee visa makes very clear that once approved you don't intend to return to the Philippines. So while you may choose to spend the $160 USD to apply for the B2 and the time money and effort involved in going to the US Embassy in Manilla the outcome seems pre-determined already. Perhaps you and your BF can meet in another country. Or he can spend the money he would have spent on you going to the USA to visit you in the Philippines or perhaps meet 1/2 way in between. Beijing perhaps although you'd need a visa there too.

well, the reason why he cant visit me is because he is still studying.. that's why he asked me to visit him. so the chances to get approved in tourist visa is very slim?

Very slim, as you clearly have immigrant intent.

Does he not have summer vacation?

Even though you have bank account with a lot money, I would say is very slim for approval, based on that. I applied B-2 visa back in 2010 and I brought all documents including my bank account statement for my saving, credit cards billing statements, insurance policy, my land certificate, and letter from my employer stating I would come back to my home country for my job commitment. The CO did not look up to all docs I brought after I told her that I was going to visit my boyfriend ( my now husband).

Since you already have pending petition, you can use that. Bring all papers to the CO and explain that you have pending petition for visa application. Show them a copy of your I-129F including all supporting docs. I read here a while back some VJ member here got approval for her fiancée's B-2 visa while they still have pending application. Tell CO that you will going back to your country to finish all the process. I hope it works for both of you. No harm to try, and good luck!
