The parental advice/approval letter is a Philippine CFO policy, not a US embassy requirement. So it is not necessary with any dealings at the embassy.

I needed that letter for my wife as she was 22 at the time of our petition (july 09).

The letter was simple, 3-4 sentences if I remember correctly. Both parents sign and simply say in the letter that they have advised and approve her engagement/marriage to you (by name). She had it notarized by an attorney, but I am unsure if a notary was really necessary.

Others mention a form is available which would simplify the process. We did not have the form and just had the typed letter. CFO accepted the letter with no problems.

It is not needed for the K1 application but she will need it for the CFO interview once she gets the visa.

She can get one at City Hall where she could also get a marriage license. They will have a blank form.

As I recall, persons ages 18 to 21 must have written "parental consent" to marry in the Philippines; those ages 22 to 24 must have received "parental advice". It seems like you're dealing with this. It's a simple letter signed by parents so I'd say do it anyway. Will not hurt even if you will not need it =)

We are getting close to sending in our i-129 form. When is the Parental Advice needed if at all? I thought I read wher it may be necessary at the CFO but have not seen it being asked for at any of the recent intervirws.

You do not need the parental advice until CFO (and even then it is hit and miss as to whether they ask for it, but better safe than sorry with CFO), it is not needed for the I-129F and the embassy does not require it either.

As worded in the Family Code: 21-25 years old for advice and 18-21 years old for consent.
