"The Foreign Service of the United States of America Refusal Worksheet" It has 221(g) checked off and white paper.

Live together in Kuwait. CO ask more proof of domicile.

Is there any hope that the visa will be approved if documents are provided or 221g white paper is already denied visa?

If you provide evidence of domicile, yes, if you do not, no.

I guess no, that's why they ask a copy deed of sale of the house, 2013 taxes, and either LOA or job plans in US.

Is still hope for the petition?

The petition is already approved. You are now dealing with the approval or denial of the visa application that was submitted by the foreign spouse AFTER the US Citizen's petition in their behalf was approved.

This is what I call a "soft denial". If you provide satisfactory evidence you lived together as you have stated you did or do, it is likely the process will continue with the normal additional administrative processing. (AP)

Thank you atleast I still have a chance to submit more documents proving the domicile in the US.

How would evidence of selling a house in the US show US domicile?

A deed of sale is made for the buyer, from the seller. I take it the OP is the buyer, not the seller. They BOUGHT the house from the SELLER.

If you sell a car you give the BUYER a "bill of sale".

All that said, owning a home in the USA is not necessarily enough evidence intent to domicile in the USA, unless you just bought the house, have also been filing US tax returns, have kept your US driver license, etc. and can show concrete plans to move back to the USA.

There really are people who misuse spouse visas. When the foreigner has no intention to actually immigrate together with the USC spouse, an application for an immigrant spouse visa is often considered fraudulent and denied. Keep this in mind as you present evidence. If you have no intention to actually live together permanently in the USA at this time, you are probably better off to withdraw the visa application.

I'm confused about how this relates to the topic at hand. Are you thinking a Consular officer is going to go online and check this? What information is "that information" and for what purpose?

If she wants evidence that she has bought a House in the US then the easiest source would be the County Property Tax site.

CO could check it is CO was concerned about its veracity..
