Ok..here is the deal. They were saying that because they want you to wait and review your application. Every institution need time to do the check on your file otherwise everyone can just go to US easily. Be patient and you will achive what you want

No need for snippy and snarky retorts at the OP. All s/he is asking for is someone explain the update they just received.

OP, uscis is contacting you to let you know that your I-130 petition has been transferred to a local office. And if when a decision is made, that office will let you know. So basically they want you to wait until you get approved or otherwise. Best of luck going forward!
