Since I know Dom. Rep. is one of the "High Fraud Country" Do anyone can tell me if 18yrs difference will one of the issue for IR-1/ CR-1 Visa?

Yes it is a red flag. How much will depend on several factors:

Who is older, the male or the female?

If the female, is she past child bearing age and if so, does he have kids from a previous relationship?

Are there any other major differences (educational background, religion)?

Male is older same religion and she already have a child and she is in University.

I am assuming that the older male is the USC petitioner. If this is the case, it might not be as much of a problem since it is more fitting with cultural customs and traditions. However, I would advise you to gather as much evidence as possible in order to tip the balance on your favor. You can only try to do your best!

i know one girl that was approved with 25 years of diference.

she was my student at high school and she got married with a man , the man a usc is 25 years older than her.

they were approved.

there are a lot of couple in dominican republic approved with age diference,

my fiance is 24 years older than me, and i am sure i wll be approved at the consulate

As long you have enough evidance and know eachother alot you should be fine... Beaware for alot of harassments and questions when you get to the interview...

For what it is worth I am 37 years older than my wife and we were approved for her visa without any problems. When we had an interview for AOS they seemed to grill us non stop but the interview for her visa was not a problem.

Theoretically they can't really pass judgement on who can fall in love and marry (within legal limits) but if the couple seems to have something questionable such as age difference they might look a little closer.
