My wife's passport is expiring and needs a new one. Looking through the Internet, I've determined we need to do a Report of Marriage. I realize that the lateness is probably not that big of a deal, just need more documents, but the one that I don't know about is this requirement:

The marriage of a Filipino should be reported to and registered with the Philippine National Statistics Office through the Embassy/Consulate General having jurisdiction over the locality where the event took place. Please check the Consulate Finder or the Consulates Link for the states covered by the Embassy/Consulates General in the U.S.

We were married in Guam 4 years ago and have had two USA born children in that time. Until recently I had no idea that there was a Report of Marriage to do at all. We now live in Illinois, so reporting in person to the Guam Consulate isn't possible. Does anyone know what additional difficulties we will face because of this?

is the 'report in person' actually a requirement? I thought all could be handled by courier or outreach.

From what I know, you can send in the packet at the consulate nearest your location right now. You'll have to notarize the documents though if doing it by courier.

If your wife needs to renew her passport then she needs to appear to the nearest consulate office as to your location right now ( Jurisdiction). When I had to renew my passport, I needed to appear personally. My area of jurisdiction is Chicago consulate. I also did the report of marriage because of change of last name. It was all done in one day and just waited on my new passport 6 weeks later in the mail.

You did both at the same time? I thought you had to have the returned RoM back from the Philippines prior to submitting for a new passport.

Yes i did both, passport renewal and report of marriage at Chicago Consulate. I don't think you have to have the returned ROM before you can submit for a new passport. ROM is part of the requirements of renewing your passport especially when you need to use your married name. What i got in the mail were my new passport under my married name and the original copy of our ROM (I submitted along with passport renewal documents) with seal and signed from Chicago Consulate.

ROM can be done by mail, doesn't need to be done in person. Passport renewal has to be done in person though. If the consulate is not close by watch their website for an outreach event to come to a city close to you.

Married four years? Has your wife gotten her U.S. citizenship? Just curious as she could then get a U.S. passport for travel without issue, then just carry her expired Philippines passport for when she wants to get the balikbayan stamp for extended stays.

Ditto on the local outreach... we got our ROM and new passport (wasn't expiring, but was within 2 years, and wanted married name anyways) locally. Saved us traveling to the consulate (about $1800 airfare plus rental car, hotel, etc.). The folks at the outreach took all our stuff, we filled out and paid for shipping back to us, and a few weeks later had her passport. Never got anything showing ROM was filed in PI, but don't really care at this point.

As Hank mentioned, you could always file for US naturalization now, get a US passport, then go back to the PI and request dual citizenship, do ROM, and get a new PI passport at that point. Passport in the PI is faster and cheaper than getting one here.

After Chinook became a U.S. Citizen, she went to a Consular outreach and accomplished the following in about two hours:

1. Report of Marriage

2. Applied for dual citizenship

3. Applied for a new Philippines passport

The Philippines Consulate that has jurisdiction over Guam is the Saipan Consulate. It's safe to say that they won't be having an outreach event in the area where you live. It's my understanding that you must go through the Consulate that has jurisdiction over where you got married when you decide to report your marriage. I hope there are exceptions to that rule. If not, then maybe you can report your marriage by mail to the Saipan Consulate and then renew/amend the passport at the Consulate which has jurisdiction over where you live now.

When she travels to the Philippines on her U.S. passport, there will be no need for her to carry her Philippines passport in order to use the balikbayan privilege. Her U.S. passport's bio page will show her place of birth, and she'll get stamped for a one-year stay.

Actually, its the other way around. The Philippine Consulate in Guam overseas both Guam and the CNMI (Saipan). The office in Saipan shut down a couple years back and now the Guam office goes to the CNMI as an outreach program every couple months.
