My husband (beneficiary) didn't receive a "Do Not Open" envelope when his visa/passport was delivered. From what I understand the originals are in that envelope. He actually got his originals back during his interview. They weren't in any special envelope; just presented to him in the original binders we sent with the original envelopes we sent right underneath.

Has anyone else experienced this?

it's not just the originals. If 'done right', the originals are returned on interview day, so that's not even an issue for your spouse, at the moment.

The 'do not open' envelope contains the entire casefile: the I-130, the I-864, the DS-260/230 stuff, all consular notes, etc. Sounds to me, instead,

that the visa packet containing the sealed 'do not open' envelope wasn't bundled up with the shipment to your spouse.

How to fix? Contact the IV Unit, ask them to send out the visa packet to your husband, telling them it wasn't with the shipment.

I'll blame the local workers in the mailroom at the IV Unit - they are the ones that do the bundling, making the visa packet.

The originals (documents) are never in the do not open envelope. They're always given back to you. The casefile, however, is in the envelope.
