File ASAP. There is only one place you can send it to - Texas. From there it will be forwarded to one of the service centers. USCIS will decide which center it will be forwarded to.

Are you talking about waiver of the requirement of meeting in person in the last 2 years? If yes, then you can apply for one, however, you need to provide a very valid justification of you inability to do so. You can find all the details on the USCIS site. However, i would recommend to meet and don't mess with waivers. Unless your situation really do not permit you guys to meet. Good luck.

There's only one place you can send your petition to the Dallas lockbox.

Best time to refile is whenever you want now that you meet the requirements you are free to file.

The waiver doesn't apply to you. You meet. Some have used "waiver to meet" because for extreme situations (usually religious or a financial hardship on the USC) they ask for a waiver to meet. You meet so no worries.

Is their any other waiver you are speaking of there are many if you were ever deemed inadmissiable or deported?

Like i said you meet you waiver doesn't apply to you for that.

No need to have copy of previous petition letter denial. this is a new start start new. Be sure you document thoroughly you meet. That is kjey for a K1.
