The story is a K-1 has two minor children 12,15, she did not bring them in the 1 year as required for K-2.

So now what is the best way to bing them?

Can the US citizen husband file a I-130 for them,?

Or is is best / faster for the mother( Resident Alien) to file the I-130?

What is the fastest way.

Have the US citizen step-father file I-130s for each of the children (each child will need their own). In light of the special measures USCIS is using in light of the recent typhoon, you may be able to expedite the petitions: http://www.uscis.gov/news/alerts/uscis-reminds-filipino-nationals-impacted-typhoon-haiyan-available-immigration-relief-measures
