Contradicting instructions between NVC and Paris embassy

Hello everyone,

We are very confused on where to file the civil documents for the ds-260. Paris Ambassy website (and also special instructions on this pdf --> http://travel.state.gov/pdf/pk3_supplements/PRS-PK3-ENGL-0005-1309.pdf) say we should bring everything to the interview. (Paris embassy's instructions: http://france.usembassy.gov/iv-immediate.html)

But NVC's website says we should everything to the US: http://travel.state.gov/visa/immigrants/info/info_3190.html

This situation is really confusing. Currentely:

  • our i-864 has been mailed out to NVC,
  • we filed the DS-260 online,
  • sent a DS-2001 to Paris ambassy (as asked in the instructions).

We are now wondering if NVC expects the civil documents or if Paris should contact us for an interview.

How can we get out of this situation?

Since then: Living and working together in France

USCIS:
01/15/2013: Got our official NOA1
02/08/2013: Got an email stating our I-130 was approved followed by the snail mail NOA2

NVC:
03/2013: Received the AOS and IV bill ==> Paid all bills and decided to wait before filing the AOS and civil documents for personnal reasons.

10-11/2013: AOS & Civil documents were sent to NVC

12/19/2013: RFE on AOS

01/12/2014: New AOS was sent

02/10/2014: Received appointment letter

Embassy:

03/12/2014: Interview: approved

03/14/2014: CEAC website went from Ready to AP to Issued!

03/18/2014: Visa in hand!

I wonder if there is such thing as DCF anymore.

Well we both live in France, so I guess we could qualify. Thank you for the link, but the subject concerns DCF for the i-130.

Has anyone recently filed an IV in Paris?

There is no DCF in France. Sorry. http://www.uscis.gov/about-us/find-uscis-office/international-immigration-offices

The USCIS must have an office in that country and they do not. You went the correct route for your I-130.

All of your documents for the DS-260 should have been mailed to the NVC who will forward them onto the the Paris embassy. The NVC won't give you a case complete (at least not without a supervisor review) until they have the documents. The NVC is who books your interview with the embassy.

Yes, the Paris embassy instructions look like they were written for the K-1. For Ir-1/Cr-1 follow the NVC guide here. All docs go to NVC and you don't interact with the embassy until your interview.

We also contacted Paris ambassy at the same time we started that thread. They confirm. NVC it is.

Hopefully they will change that document.

hehe You'd hope so but goodness so much information comes from everywhere that is outdated. I hope when they finally get the USCIS manual going they'll update everything properly.
