There are some steps for K-1 visa process. Before you get your K-1 visa, you have to file I-129F or petition. After I-129F is approved, USCIS sent the case file to NVC. Regarding your question #2, it is NOT a visa that sent to NVC but case file of your I-129F approval.

Packet 3 is sent by US consulate in the country in which petitioner mentioned on I-129F form where the beneficiary will apply for visa. Packet 4 is documents that applicant/beneficiar has turn in to embassy.

These steps are:

*Sent I-129F package. After approved it sent to NVC (USCIS stage)

*NVC received the case file. More processing (NVC stage)

*After processing NVC assigned a case number and will forward to consulate or embassy (NVC stage)

*Embassy or consulate received the case file. They started contact a K-1 visa applicant by send packet 3. Each country is vary for their process or documents should be prepared. Better to check consulate where the beneficiary will have interview for K-1 visa. (Embassy or consulate stage)

Good luck!

I believe the Cairo consulate will contact the beneficiary when they have your case file. You can always ask your consulate directly. Not all of them have the same procedures, so you need to research and follow only the instructions for your own consulate. http://egypt.usembassy.gov/consular/iv010.html
