My k-1 petition was approved August 14th at the CSC, but I've yet to received any further notifications that it's been received by the NVC.... Is this normal? This week will be 7 weeks since the petition was approved. Is it possible that it's been sent to the embassy in Costa Rica without any notifications? (Emails, texts, or updates on the USCIS website)

You won't receive anything. You have to call NVC or DOS to get your case number. They will eventually send your petition to the embassy in Costa Rica but you wouldn't know until your fiance receives the packet 3.

CSC petitioners do not receive notifications and they are taking 5-8 weeks to send the approved petitions to the NVC currently.

It stinks but at least your NOA2 was approved!

I got a letter from the NVC that my wifes petition had been forwarded to the embassy but none the less you should keep calling until they give you a case number and don't wait for the embassy to send packet 3, be proactive.

It won't skip the NVC. Just keep checking back to find out your case # and see when your case is sent to the consulate.

Thanks everyone! When I get back to the states this week, I'll call again. Hopefully with good news!!! Seems a bit exaggerated that it would take this long to get from the CSC to the NVC.... But we've waited this long, a little longer won't kill us ;-)
