DV lottery is unlikely but worth a chance. The mother is she has had a green card for 4 years should be able to apply for USC soon. Once she does she can apply for her married adult son but the wait is about a decade. During that time they are free to try for any other visa to come.

You have a better chance of getting struck by lightening than winning the DV lottery and then getting a green card from it. No one should rely on it , they should at best enter and hope it shortens a different path. Moldova alone had ober 45 thousand entrants last time. This next lottery which may be the last will probably have record numbers of entrants.
