Basically, I am a us citizen who married a dutch national on july, however, On august, he had the j-1 visa until august of the next year with section 212E foreign residency requirement. If we had married after the j-1 visa had taken effect, it would have been an easier situation,

Anyways, We tried to waive the HRR but we were denied even though we were married and had children together And i understand that marriage and children do not present exceptional hardships. So when the application was denied we moved to holland together and had stayed there until the HRR obligation was over for two years. I filed for i-130 for my husband with an affidavit of support from a joint sponsor, and the application was approved. Now my husband holds permanent resident status because we have been married for 4 years now. So my question is: since we have been married for over three years and i am a us citizenship holder, my husband had spend a year in the us with his j-1visa, has had a us mailing address for four years. Will those years count when my husband applies for us citizenship for does it start after the day he received his green card? Is there ANYWAY of speeding up the process? Please let me know.

It starts from the "residence since..." date on his greencard.

I wish they would do that but USCIS counts only the time when he became a resident not before that. It doesn't matter how long you were married either. I was in the US from 2008 until 2010 as an F1visa holder, not even a second was counted.
