My timeline for I751:

File on 5/1/13

Got extension on 5/28/13

Biometrics: 6/20/13

Now waiting...

Is it normal? Or nomally, how long should you wait until you get your approval or removal of your conditional status?

Click on top menu option "Immigration Timelines" and you can check the current timelines for I-751 for both CSC (it is March 7) and VSC (it is February 24).

USA

01/08/13 - Approved and GC is order for production on 1/8/14

09/12/13 - Case transferred to CSC. NOA2 received on 09/18/13

08/30/13 - Biometrics Done - No walk ins allowed at this LSC (received on 8/16/13).

08/05/13 - NOA1 (received on 08/10/13)

08/01/13 - Mailed I-751 (received on 8/2/13 - check cashed on 8/5/13)

12/28/11 - Received SSN (applied on 12/20/11, as we didn't get based on DS-230 options)
11/28/11 - Received Green Card (Expires on 10/30/13) - Welcome Letter on 11/17/11
10/30/11 - POE - Houston, TX

Chennai Consulate (40 days)
10/28/11 - Received Visa papers and Passport at VFS
10/25/11 - Interview Cleared Successfully (Spouse was not allowed in)

NVC: (90 days from NOA2 to Consulate)
08/31/11 - Case Completed (Interview 10/25/11) - Received at Chennai on 09/19/11
07/22/11 - NVC Case Number

USCIS: (92 days)

6/21/11 - NOA2 (NOA1 on 3/25/11) - took a month to get to NVC
3/21/11 - I-130 sent to USCIS Lockbox, Chicago.

Timeline

VSC is pumping out approvals fast. Most of us February filers have been approved (almost 60%).

Yes, even April applicants are getting approvals in less than 4 months.

If one have the following and have no issues with finger prints, then getting an approval in 4 months is almost certain.

1. Evidence of Living Together - leases or mortgage deed or letter from parents living with or ....

2. Evidence of Combined Financial Resources - joint checking or saving accounts showing deposits and withdrawals at one per 3 - 4 months covering full period along with IRS joint Tax Transcripts for the full period are the best. The others are showing each other as beneficiaries in Insurance policies, joint utilities,....

3. Evidence of Joint Estate - a will or a trust ....

4. Evidence of 3rd Parties - 2 or 3 Affidavits from US Citizen relatives and/or Friends that know you for the period in question.

5. Evidence of a child born in the period - very powerful but not negative for those that didn't have any.

6. Additional Evidence: a few pictures and itineraries of any trips made.

The approval rate on the ROC has been very erratic. Some gets them approved in less than few months, some are delayed to the extreme (few years).

Looking at your timeline, I think you are still too early to call it being late. Consider both VSC and CSC are only getting slower.

Just FYI... when the 9 months mark comes after you filed your ROC, and still nothing... do ask for a Service Request and see what they and go from there.

The last resort (or the best outcome, depending whom you are asking) is file for N-400 while your ROC is pending, only when you are qualified. That'll push them.
