Does it happen that NVC approves the AOS without joint sponsorship but Local Embassy may require joint sponsorship?

Or Local Embassy always go by NVC approved AOS?

I believe they go by whatever NVC approves. But sometimes Embassy require the copy fo your sponsorship I-864 something (no sure form number).

The NVC doesn't approve anything, they only check to see if everything is there (if something is missing, they issue a checklist). It's the CO at the Embassy or Consulate that actually makes the determination.

So how do I know whether I will be needing a Joint Sponsor or not even though NVC approves my AOS case?

If I come to know at the time of interview that will create a big hassle and will waste lot of time.

I'll say it again, the NVC DOES NOT approve anything; they only review documents to ensure what is needed is in fact there. If something is missing, they will issue a checklist for the missing item (e.g. if they see an I-864 that clearly does not meet the threshold as determined by the poverty guideline, then they will issue a checklist for a joint sponsor). However, the NVC has NO SAY whatsoever on the "likely to be a public charge" question. A CO at the Embassy or Consulate is given wide discretion in this matter and they are the ones who make the determination.

Check the I-864P, if you do not meet the thresholds for household size, then you require a joint sponsor. However, only meeting the minimum numbers is not a guarantee your I-864 will be accepted by a CO. If you are barely over the minimum threshold and feel a joint sponsor would bolster your case, then go ahead and line arrange for someone who qualifies to agree to joint sponsor.

How do you know? Well check your countries interview reviews. What are others saying? You have no flag up so I have no clue.

An example Nigeria last year and current job has to be above the guidelines. Every embassy isn't like that.

You need to study and know YOUR embassy in your country.

All NVC is look at is current and do you meet the guideline. The CO is looking at your history and a pattern of employment. Like i know for Nigeria working a bunch of jobs just to make the guidelines for interview won't fly cuz they know you are going to quit soon as you are approved. But yet I hear people saying that to people all the time "get another job". So like I said know your embassy. Study!
